How to Shop ILTPP Marketplace

Welcome to the ILTPP Marketplace!

We designed this platform specifically for public sector procurement in Illinois, so it functions differently than typical online shopping experiences. This guide will equip you with everything you need to navigate the ILTPP Marketplace effectively.

Main Marketplace

Once logged into the ILTPP Marketplace, you will see the main marketplace landing page. The main marketplace is the page you return to whenever you click the Illinois Learning Technology Purchasing Program logo. 


  1. In the upper left-hand corner, you can always click the ILTPP logo to return to the home page anytime.

  1. You can also view your profile, sign out, see cart history, requisitions, orders, quotes, and contact support in the upper right-hand corner.

  1. The top bar allows you to complete a universal search across all available supplier catalogs by entering a keyword or part number.

  1. On the left side of the page is a listing of supplier categories. You can choose to view all available suppliers or click on a particular category.

  1. On the right-hand side of the page, you will find the information column. Look at this column for detailed information on how to shop the ILTPP marketplace and the shopping notes for each supplier. You will also be able to see new quotes and any recent orders.

  1. In the center of the page, you will see featured categories. Click on the tile to see the suppliers located in this category.

  1. In the center of the page, you can access quick links to help you shop the marketplace or contact support.



Edit User Information

You can edit your user information by following these steps:


  1. Click on your name located in the top right corner.

  1. Select “My Profile” from the dropdown menu.

  1. This will direct you to a page where you can edit your profile details like password, title/position/ phone number, addresses, and credit cards.

Catalog Search Bar

  1. ILTPP Logo- Click on the ILTPP Logo from anywhere in the ILTPP Marketplace to be taken back to the main marketplace. The best practice is to rely on the ILTPP Logo rather than your web browser’s back button.

  1. Category Search Dropdown Menu- Refine your search to all suppliers within a specific category through the category search dropdown menu.

  1. Magnifying Glass Icon- Click this button on the Search Bar to search across all suppliers or supplier categories as specified by your category search dropdown menu selection. Click the Magnifying Glass icon under a supplier's logo to populate a search bar to search that supplier's catalog. The Magnifying Glass Icon will only appear if a supplier's products are available online in the ILTPP Marketplace. For suppliers with a globe icon, you can click the globe to access the Punchout Site for that supplier. When you check out on the Punchout Site, your items will appear in your cart here on the ILTPP Marketplace.

  1. Search Bar- Type the name of the item that you wish to purchase into the search bar. We recommend you search by product name or manufacturer part number rather than the supplier catalog number. After entering your search terms, press Enter or click on the magnifying glass to search.

  1. Profile Name and Sign Out- Hove over the Profile Name for an option to View or Edit your user profile or sign out of the ILTPP Marketplace.

  1. Transferred Carts- Check here to see the status of carts you’ve sent to an approver or to see received carts waiting for your approval. This area may not be active for all users.

  1. Requisitions- Check here to show your requisitions and order histories and/or requisitions waiting for approval. This area may not be active for all users.

  1. Quotes- click on quotes to request or view quotes from one or more suppliers participating in the ILTPP Marketplace’s online quote function.

  1. Support- ILTPP has staff on standby who are ready to assist you. Click the Support button and then send your contact information and questions directly to the staff, who will reach out to you with answers.

  1. Cart Icon- When you shop, you can add items to your cart. To view your cart, simply click on the cart icon. Hovering over the Cart Icon will display a link to the shopping list. View the shopping list to see your list of favorite products and any other lists you've saved, like a wish list of frequently purchased items.

  1. Create- Here, you can create a quote request. 

  1. Supplier Sites- Click on the suppliers listed to access our ILTPP pricing on the supplier's website. When you check out on the supplier site, your items will appear in your cart on the ILTPP Marketplace.

Categories Column

The Categories Column is located on the left side of the screen on the main marketplace homepage.


Below the word Home is a list of categories designed to help you find what you are looking for. For example:


  • Punch Out Suppliers” brings up all suppliers that allow you to see ILTPP pricing on their website. When you click the globe icon, you will shop and then check out on the supplier’s website, and then your items will appear in your cart on the ILTPP Marketplace.

  • “Office Supplies” refers to all suppliers that offer office supplies in their catalogs.

The list is arranged alphabetically, and clicking on a category will update the middle portion of the Main Marketplace to show supplier Tiles that fall within the category.

Supplier Tiles and Popular Categories

  1. Illinois Learning Technology Purchasing Program (ILTPP)- This describes who the ILTPP is and our mission.

  1. Popular Categories- These are the featured categories of the ILTPP Marketplace. Click on the category tile to see suppliers located in this category.

  1. Quick Links- These quick links allow you to contact an ILTPP staff member, look at the Equal Level Marketplace guide, and access some FAQs.

  1. Solicitation Process- This reviews the solicitation process ILTPP goes through for each supplier contract.

  1. About LTC- ILTPP is a Learning Technology Center of Illinois program. Click on the About LTC to learn more about the program.

  1. Featured Suppliers- This is a list of the featured suppliers based on punchout sites or special buys.

Information Column

You will find the Information Column to the right of the Popular Categories and Supplier Tiles. Look to this column for updates, announcements, and detailed information on the ILTPP Marketplace's many features.

Navigation Icons


Magnifying Glass- Clicking on the magnifying glass under a supplier’s logo will bring up a search bar. Inputting search terms and clicking the magnifying glass again will prompt the ILTPP Marketplace to run a search for that term within that supplier’s catalog. Suppliers with a magnifying glass beneath their logo are searched within the ILTPP Marketplace.



Globe Icon- Clicking the globe icon under a supplier's logo temporarily allows you to leave the ILTPP Marketplace to search for items on a specific supplier’s website. You can search and create a cart on their site. When you are ready to bring the items back to the ILTPP Marketplace, check out the supplier’s website, and the items will be transferred to your cart in the ILTPP Marketplace.



RFQ Icon- Clicking the RFQ icon allows you to submit a Request for Quote to the supplier.




RFI Icon- Clicking the RFI icon allows you to submit a Request for Information to a supplier. You can include multiple suppliers in your request.

Search Results Page

After clicking on a supplier Tile or running a search, you will be directed to a Search Results Page. You can filter results by Supplier, manufacturer, price, or other differentiators on this page. You also have the option to search through the results gathered by your original search query.


  1. Category- narrow down which category you would like to search from.

  1. Supplier- choose which supplier you want to search from.

  1. Price- filter your results by your price point.

  1. Suppliers- here, you can view which suppliers were included in your search.

  1. Results- this is where you will see the results of your search. You can also search within your original search to narrow down your results. You can change the way your results are sorted and your view.

  1. Add to Cart- here, you can see the price of each item and add it to your cart. When clicking the drop-down arrow next to Add to Cart, you can add the item to a shopping list or create it as a new request. 

Supplier Shopping Site

Once you have clicked on the Globe Icon on a supplier tile, you will be directed to the supplier’s shopping site. Here, you can search for items and add them to your cart.

Once you have added the desired items to your cart, click checkout, and you will be brought back into the ILTPP Marketplace to continue placing your order.

Checking Out

Once you have added all your items to your cart, you can click on the shopping cart in the upper right-hand corner. You can use the checkboxes on the left-hand side of the page to remove items, save items, or create a new RFQ.




You can then checkout or transfer your items to the cart. You will need to input your address the first time you check out, but after that, it will be saved to your account. You should also input your requested delivery date if you are under a time constraint. You will then choose your payment method. You can pay with a credit card (p-card) or purchase order. You may add internal comments, order comments, notify others of your order, and attach files. Once you are ready, you can click place order or save your requisition.

RFQ vs. RFI

While both ILTPP's RFI (Request for Information) and RFQ (Request for Quote) functions help gather information from suppliers, they serve distinct purposes. 

  • Request for Quote (RFQ)- An RFQ provides a structured way to obtain competitive pricing for a well-defined good or service. You can only submit RFQs to vendors who have opted-in, which allows a detailed comparison of features and pricing.

  • Request for Information (RFI)- An RFI offers more flexibility about products, services, pricing, or general quotes. While less detailed, it allows a broader outreach to potential suppliers.

How to Request a Quote/Request Information


The ILTPP Marketplace offers two options for requesting quotes:


  • Request from a Specific Vendor:
    • Find the supplier you want to request from by name and category or by browsing the supplier list.
    • Look for the RFQ/RFI Icon associated with the supplier on their profile page. Clicking the icon will open an RFQ/RFI form. Fill out the form with details like your contact information, product specifications, and any special requirements. Submit the form electronically.

  • Create a Broad Request
    • Determine the specific products or services for which you need quotes/information. Be as detailed as possible in your descriptions.
    • Look for the “Create” dropdown menu in the upper right-hand corner. This option allows you to create an RFQ/RFI for a broader range of relevant suppliers.
    • You can name your request, describe it, request a specific delivery date, invite specific suppliers, and give a deadline for your project. You may also leave comments for suppliers, notify others of the quotes, and attach files for suppliers.

 Responding to Quotes/Information

  • After submitting an RFQ, suppliers will have a designated timeframe for responding with their quotes.
  • You will receive notification within the ILTPP Marketplace of received quotes.
  • Review each quote carefully, comparing pricing, terms, and conditions.
























ILTPP Marketplace Appendix

  1. Admin (p. 4)- Users with administrative access who can view administrative functions in the ILTPP Marketplace.


  1. Base eCommerce- The essential features of an online shopping platform. These functionalities allow customers to browse product offerings, add items to a virtual cart, finalize their order through checkout, and manage their account information.


  1. Cart (p. 1)- A virtual shopping cart where users can add items they wish to purchase to be checked out and ordered later.


  1. Catalog (p. 1)- A list of products or services offered by a supplier, usually organized by category or type. It can provide information such as product descriptions, specifications, and prices.


  1. ILTPP (p. 1)- Illinois Learning Technology Purchasing Program; a program designed specifically for public sector procurement in Illinois, offering a marketplace where users can search and purchase products and services from a variety of suppliers and categories.


  1. ILTPP Pricing (p. 4)- The competitive prices that schools and other eligible entities in Illinois can access through the ILTPP program. These prices are negotiated by ILTPP on behalf of its members to help them save money on technology-related products and services.


  1. P-card (Purchase Card) (p. 10)- A form of payment that can be used to purchase goods or services. Similar to a credit card, but is typically used for business-related purchases.


  1. Punch Out Suppliers (p. 4)- A supplier that allows you to connect directly to their website from the ILTPP Marketplace. This allows you to search for items and add them to your cart on the supplier's website, and then return to the ILTPP Marketplace to complete your order.


  1. RFI (Request for Information)- an RFI is a formal inquiry sent to one or multiple suppliers to clarify questions about products, services, pricing, or quotes before a final decision is made.


  1. RFP (Request for Proposal)- ILTPP writes competitive Request for Proposals based on non-branded specifications on behalf of our member districts.


  1. RFQ (Request for Quote) (p. 7)- A feature in the ILTPP marketplace that allows users to submit a request for a quote to a supplier.


  1. Requisitions (p. 1)- Requests or orders made by users in the ILTPP marketplace.


  1. Shopping List (p. 4)- A feature in the ILTPP marketplace that allows users to view a list of all of their favorite products and other saved lists, such as a wish list of frequently purchased items.


  1. Solicitation Process (Procurement) (p. 5)- The process of securing and acquiring goods and services for an organization from external sources. It involves identifying and selecting suppliers, negotiating contracts, and managing the receipt and payment of goods and services. The goal is to obtain the best possible products and services at the lowest possible cost.


  1. Suppliers (Vendors) (p. 1)- Refers to vendors who offer products or services on the ILTPP Marketplace. They provide catalogs and pricing, allowing users to search and make purchases directly through the platform.
